The Competition Starts Up

Senate Properties and the City of Helsinki organize a plot assignment and architectural competition for the design and construction of an urban centre in Central Pasila. The objective is to select a developer, who engages in developing and completing the urban centre. The competition is organized to seek a high-standard, overall economically advantageous and viable plan for the urban centre, also observing architecture, cityscape and functionality. The plan would also serve as the basis of town planning.    

The competition is carried out as public procurement. As a part of the project completion, the winner shall build public parts to be owned and used by the City and the State. Competitive negotiations will be applied as the procurement procedure.

The competition was launched in February 2011. The competition period with entries, negotiations and the tendering phase is two years approximately. The estimate is that the competition will be settled by 2013. The aim is that a legally valid town plan for the area is in force in 2014 and that the construction of the urban centre can start in 2015.
